Arrests Executed in Connection to Supersized Illegal Rubbish Dump
Two individuals have been taken into custody as part of an inquiry into the illegal deposit of many thousands of tons of rubbish in a field in Oxfordshire.
Law enforcement reported that a 69-year-old was arrested at a residence in Hampshire's Andover, while a 54-year-old was arrested in the town of Slough in association with the huge mound of waste deposited near Kidlington.
These detentions follow a prior report which revealed the presence of in excess of 500 illegal tips across the country of England, featuring at minimum 11 so-called "large-scale sites" bigger than 20,000 tons.
A representative for the environmental authorities said that the arrests were for ecological and proceeds of crime crimes and represented a "crucial step" in active inquiries. The two individuals have been set free on bail.
Magnitude of the Situation
The dump in near Kidlington, positioned between the river Cherwell and the A34 highway, is believed to house about 21,000 tonnes of rubbish in a heap which is up to 150m (490ft) long and 6m (20ft) tall.
This pile of garbage is made up of what seems to be treated household rubbish, fragmented plastic materials, polystyrene, tyres and assorted everyday items.
It constitutes just one example of 517 unlawful dumps in England, at a minimum of 11 of which are estimated to hold more than 20,000 tonnes of garbage. They encompass a 280,000-tonne area in Cheshire, two 50,000-tonne locations in Lancashire county and Cornwall county and a 36,000-tonne dump in Kent.
The total figure of such bigger locations is likely to be higher, as the environment agency has previously acknowledged it does not possess data on volume for each unauthorized dump.
The majority these sites are in rural areas, typically concealed, and on land that should be agricultural ground.
Organized Operations
Authorities say numerous are managed by organised crime gangs, who are making profit by charging far less than lawful firms to receive and dispose of waste.
Firms have to pay gate fees to use legitimate landfill sites, based on the quantity and nature of material they are trying to discard, and landfill tax is also charged at just over £126 per tonne.
Community Anger
Preparatory work to clean up the Kidlington site started in recent weeks due to fears over the threat of blaze and the impact that would have on the adjacent major road.
A contracted waste clearance firm has been granted the task to handle the area over the following 12 months at a cost of £9.6m.
An investigations official for the national environment team stated that the authority would be seeking to recover the clean-up expenses under confiscation legislation from any party ultimately prosecuted at the termination of its current investigation.
She added that this week's detentions would help "move the inquiry forward" and allow authorities to "investigate more avenues to ascertain precisely what transpired and who was involved".
"This illegal site at this location was an appalling and intentional assault on our ecology and we share the local anger at this egregious offence," she said.
A government minister praised the actions, commenting: "The unlawful dumping of waste at Kidlington is appalling and has caused considerable damage to the environment and upset to the local population.
"Our administration is dedicated to stamping out this kind of crime throughout the nation, by augmenting resources to address environmental crime, recruiting more staff and introducing stricter controls and fines for those who violate the rules."
The detentions were carried out on the specified day by personnel from a dedicated serious crime unit and come after an previous arrest of a man in his thirties from the Guildford area region in November. He was set free subject to more enquiries.
